Facilities/Compliance Supervisor
Location: Newbury Town Hall
Salary: SCP 24–32 (£35,412 - £42,839)
Hours: 37 Hours per week
Contract: Permanent
Are you an experience facilities professional with strong knowledge of building compliance and health and safety legislation? Do you take pride in ensuring buildings are safe, well maintained and fit for public use?
Newbury Town Council is seeking a proactive and highly organised facilities supervisors to take operational responsibility for the management, maintenance and statutory compliance of the Council’s property portfolio, including operational buildings, community facilities and listed buildings.
About the Role
This is a key operational role where you will ensure the Council’s buildings remain compliant, safe and effectively maintained. You will balance statutory requirements, service delivery needs and value for money, while supporting long-term asset protection and sustainability.
As Facilities / Compliance Supervisor, you will:
· Manage planned, cyclical and reactive maintenance programmes
· Lead on building-related statutory compliance and health & safety
· Ensure fire, asbestos, Legionella and general risk assessments are in place and up to date
· Coordinate statutory inspections and servicing (fire alarms, emergency lighting, lifts, gas, electrical and water systems)
· Procure, appoint and manage contractors in accordance with Council procedures
· Review RAMS and monitor contractor performance and safety standards
· Support compliance audits, inspections and investigations
· Contribute to asset lifecycle planning and preventative maintenance strategy
· Monitor energy use and support the Council’s climate change objectives
· Assist with budget monitoring and cost control
Occasional attendance at evening committee meetings (approximately quarterly) will be required.
Who We’re Looking For
We are seeking a motivated and detail-focused professional who:
· Has demonstrable experience in facilities management, property maintenance or building compliance
· Has strong working knowledge of UK health and safety legislation
· Is confident managing contractors and overseeing works
· Can interpret risk assessments and implement effective control measures
· Works independently and prioritises workload effectively
· Has excellent organisational and record-keeping skills

Town Hall Officer
Location: Newbury Town Hall

Do you enjoy working with people, supporting local events, and ensuring public spaces are well-run and welcoming? Newbury Town Council is looking for two flexible and proactive individuals to join our team as Town Hall Officers, helping us deliver outstanding service during events and functions at our historic Town Hall.
About the Role
This is a varied and hands-on position where no two days are the same. As a Town Hall Officer, you will:
- Provide excellent customer service to all users of the Town Hall
- Set up rooms and equipment for events, from council meetings to weddings
- Act as the main contact during evening and weekend bookings
- Carry out basic maintenance, equipment checks, and safety procedures
- Support event access, signage, and room turnaround before and after use
- Raise appropriate flags on designated days and help maintain public-facing areas
Who We’re Looking For
We are seeking individuals who are:
- Friendly and professional with strong customer service skills
- Comfortable working evenings, weekends, and flexibly to meet event demands
- Practical and physically capable of handling light manual duties
- Confident working independently and able to solve problems as they arise
- Willing to undertake training in health & safety, door management, and manual handling
Previous experience in venue management, facilities support, or minor DIY/maintenance is desirable but not essential—we’ll support the right candidates with training.

Committee Clerk (Planning & Highways) – Maternity Cover
Part-time: 20–25 hrs/month | Salary: SCP 20 (pro rata)
Newbury Town Council is seeking an organised and proactive Committee Clerk to provide maternity cover, supporting the Planning & Highways Committee and ensuring the Council fulfils its statutory role as a consultee on planning matters.
You’ll be responsible for preparing agendas, attending and minuting monthly committee meetings, managing correspondence with West Berkshire Council, drafting consultation responses, and supporting related working groups. The role also involves maintaining meeting records, publishing minutes in line with Council protocols, managing committee budgets, and liaising with applicants, agents, and the public.
The ideal candidate will have:
- Experience in parish/town council planning or local authority administration
- Strong organisational skills, attention to detail, and ability to meet deadlines
- Excellent communication skills (written and verbal)
- Proficiency in Microsoft Office
- Knowledge of council meeting procedures (CiLCA qualification desirable)
Evening work will be required for meetings. This is an opportunity to play a key role in local decision-making and community engagement during a vital period of cover.
